  • 1 of 3: Do the "Forge the prison registry" objective, then go up the stairs.
  • 2 of 3: Go through the door that's directly past the stairs, then turn right and go through another door.
  • 3 of 3: Crouch down and steal the "letter from Solitude" that's on the desk when no one can see you.
