1 of 3: Travel to the East Empire Company Warehouse area, then go south down the walkway and around to where you can board the Red Wave.
2 of 3: Go over to Sabine Nytte and talk to her about the Balmora Blue to learn that she wants 1500 gold for it.
3 of 3: You can either pay her or try to steal the Balmora Blue without paying her.
