The Elder Scrolls V: Skyrim Hints
Clear out Fort Hraggstad.
1 of 5: The first thing to do is find Fort Hraggstad.
2 of 5: When you get close to the fort, get out a bow and shoot down the sentry you can see above the entry gateway.
3 of 5: Wait to see if any bandits will run out after you. When they stop coming, go through the entry gateway and see if you can lure out any more.
4 of 5: To get the last few outdoor bandits, you'll need to get up on the fort's walls and chase them down, watching out for their arrows as you go.
5 of 5: Once they're all dead, return to ground level and look for doors to the main fort area and its prison. You'll need to clear the bandits out of both of those areas before you get the next objective. (Note that the bandit leader is in the main fort area.)
