Find evidence about Thonar.
1 of 8: When you leave the inn, a city guard will talk to you and make vague threats. However, that's nothing to worry about (yet).
2 of 8: Optionally return to the Shrine of Talos and talk to Eltrys about the investigation to get some gold, then enter the nearby Treasury House building.
3 of 8: Thonar Silver-Blood will be in a room behind a locked door.
4 of 8: WARNING: Talking to Thonar will be the "beginning of the end" for this quest, and you won't be able to speak to Eltrys any more. If you haven't already investigated Weylin and gotten a reward from Eltrys for doing so, you may want to do that now.
5 of 8: Talk to Thonar about Margret, then return to the previous room to find that two disguised forsworn have turned hostile.
6 of 8: Help kill them, then talk to Thonar to finish up this line of investigation.
7 of 8: TIP: You can avoid this fight by sneakily pickpocketing Thonar's journal. Doing so will get you the "Read Thonar's Journal" objective.
8 of 8: You can then work on the Weylin investigation if you want, but it's not necessary or particularly profitable. Return to the Shrine of Talos and talk to the guards inside, then choose to go quietly to finish this quest and get the "No One Escapes Cidhna Mine" quest.
