Is there a way to open the door without lockpicking it?
1 of 4: You could pickpocket the key from someone.
2 of 4: Both Rhiada and Nana Ildene have a copy of the key to the Markarth Treasury House, which is the one you need.
3 of 4: As an alternative, talk to Rhiada and say you need to see Thonar.
4 of 4: Try passing the persuade and intimidate options that come up. If you can't, pay the bribe. Any of those will get the door unlocked.
