Talk to Jorleif.

  • 1 of 4: Return to the Palace of the Kings, but think about what you're doing before you tell Jorleif that Wuunferth is the murderer.
  • 2 of 4: You don't really have positive proof that Wuunferth is guilty, so you may want to talk to him first. To find him, go through the door near the exit doors that leads to the upstairs area, then go to the southern room.
  • 3 of 4: Talk to Wuunferth about his dabbling in necromancy, then mention the journal and amulet to get the "Patrol the streets of the Stone Quarter at night" objective.
  • 4 of 4: If you instead tell Jorleif that Wuunferth is the killer, the quest will immediately end. However, it's not really over yet.
