The Elder Scrolls V: Skyrim Hints
Talk to Torbjorn about Scouts-Many-Marshes.
1 of 6: Go to the docks area just east of Windhelm and look for an argonian named Scouts-Many-Marshes. Note that he may stubbornly stay inside the Argonian Assemblage building until you pick your way in (or pickpocket a key from another argonian), try to talk to him, and then leave.
2 of 6: Ask about someone giving him trouble, then offer to talk to Torbjorn for him.
3 of 6: Follow the quest arrow to find Torbjorn Shatter-Shield, then tell him that he needs to pay the argonians a fair wage.
4 of 6: Try the persuade option first. If it fails, either bribe him or beat him in a brawl. (Note that you may have an intimidate option instead of a brawl option.)
5 of 6: TIP: If you do the "Bring one Amulet of Arkay to Torbjorn" miscellaneous quest, you can skip all the persuasional dialogue options. He'll agree immediately because you're a friend.
6 of 6: Return to Scouts-Many-Marshes and tell him that Torbjorn will be paying the argonians more. He'll give you a few leveled potions as a reward.
