Where is King Helseth?
1 of 2: He will come out when he's needed in the plot. Until then, there's no way to talk to him or otherwise get into his chambers. He is the king, after all.
2 of 2: After you've finished Investigate Bamz-Amschend, Helseth should be standing near his throne in the Royal Palace's Throne Room. (Note that this will happen whether you do Tienius Delitian's quests or not. You can skip them, but I *strongly* suggest you don't.)
