Speak to the People
1 of 9: This is the first quest that Tienius Delitian gives you.
2 of 9: Talk to him about an "official matter," and he'll say that he needs your help in learning the source of rumors that the prior king, Llethan, was poisoned.
3 of 9: Ask around about "King Llethan's death," and you should find people who will tell you, or who will at least indicate that they know more than they're willing to say (something like "Dunmer know how to keep their mouths shut.")
4 of 9: In the latter case, a good bribe or a bit of admiration does the trick. (Ordinators, for example, will tell you if you can get their disposition to 100.)
5 of 9: One of the people you talk to should eventually tell you about the "Common Tongue" broadsheet.
6 of 9: You could in theory go back to Tienius with this information and get your next quest, but a little bit of proof is always good.
7 of 9: Copies of The Common Tongue are spread all over Mournhold.
8 of 9: One copy is in the Great Bazaar, in the southwest corner near the pawnbroker. Of course, there are many more as well.
9 of 9: Take the Common Tongue to Tienius, talk about "King Llethan's death," and he'll thank you for the information and give you your next quest. If you don't bring an actual paper, but just tell Tienius about the publication, the quest may not be marked as completed in your journal, but you can also continue onto the next quest.
