Why won't most of the royal guards talk to me?
1 of 4: Most of the generic guards (those without a specific name) will talk to you -- they just don't have a very high opinion of you, and thus probably won't have much to say unless you persuade them somehow.
2 of 4: But the one you really want to talk to is the captain of the guards, Tienius Delitian. You'll find him in the palace throne room.
3 of 4: He won't talk to you until you have something worth talking to him about.
4 of 4: Solve the two Dark Brotherhood quests, and then he'll have something to say to you.
