The Elder Scrolls III: Tribunal Hints
A Temple Informant
1 of 6: After you do the Speak to the People quest, Tienius will tell you that there are rumors of discontent in the Temple, and he asks you to find someone discontented enough to serve as an informant.
2 of 6: There really isn't much to this quest besides talking to the people in the Temple to see how they respond to you.
3 of 6: Look in the Temple building proper, and just keep bringing up "discontent in the Temple" with everyone. Disposition doesn't seem to matter much -- the informant will at least start to talk no matter how much they like you.
4 of 6: Try Galsa Andrano in the Infirmary (on the east side of the Temple building). She'll say that Almalexia makes her uneasy. This is probably whom you're looking for.
5 of 6: Specifically, when you get a chance to follow up, ask her about King Helseth or tell her about your experience with Mehra Milo, and she'll tell you enough that your journal will be updated to say she's the informant. If that doesn't work, try getting her disposition up and talking again. (The Mehra Milo option may not come up unless you've solved the quest related to her on Vvardenfell.)
