The Elder Scrolls III: Tribunal Hints
The Goblin Army
1 of 14: Fedris Hler in the Reception Area of the Temple will give you this quest. I believe you can get it at any time, although if not, it's possible that you may have to finish the Dark Brotherhood Attacks quests first.
2 of 14: Talk to Fedris about "service to our lady", and continue following up the new conversation terms that appear. Fedris will eventually tell you that Helseth is raising a goblin army, and he asks you to kill their two warchiefs. You can also try to find and kill the army's two Altmer trainers.
3 of 14: Ask around, and it shouldn't be hard to find out where this army is located.
4 of 14: People say that they've seen goblins around the entrances to the Residential Sewers, in Godsreach.
5 of 14: Once you're in the Residential Sewers, look for a ladder down to the West Sewers.
6 of 14: Then, head to the southwest corner for some doors to the "Battlefield" map. There's a door on the east side that leads to a short "Abandoned Passageway" (you may have to levitate to reach it), and from there, onto Teran Hall.
7 of 14: There's more to Teran Hall than there might seem at first.
8 of 14: Go to the north side of Teran Hall and stand on what seems to be a solid floor. It will eventually crumble, though, when you stand on it, sending you down two floors to some more goblins and a door into Teran Hall, East Building.
9 of 14: When you reach the east building via this path, you'll be facing two Altmer, Armion and Yarner. Those are the two trainers you're trying to kill.
10 of 14: The two warchiefs are in another section of these sewers -- namely, the Tears of Amun-Shae.
11 of 14: There are several ways to get there, but the quickest is probably via the Residential Ruins, which is accessible from either building of Teran Hall. Look on the north side of the Residential Ruins, and take the easternmost of the two doors on that side.
12 of 14: You'll know the warchiefs when you see them. They're both fairly big goblins -- much bigger than even the officers you may have seen along the way.
13 of 14: One (Warchief Kurog) is in a tunnel that begins near the door to the Residential Ruins, and the other (Warchief Durgoc) is in a room further along in the same winding tunnel. (See the Old Mournhold: Other Sewers 2 map.)
14 of 14: They tend to use poison spells, and they have a fair number of hit points, but there's no real trick to fighting them. Once they're both dead, report back to Fedris Hler on "goblin army," and you'll get a reward of 15,000 gold for solving this quest, assuming you killed both Altmer and both warchiefs. Your reward goes down if not all are dead -- although Fedris may not say the exact right thing to match what you did in this case. (For example, I killed both Altmer but neither warchief to see what would happen -- Fedris gave me 10,000 gold and said that I'd only killed one of the warchiefs, when I'd obviously killed neither.)
