Stopping the Transmission
1 of 8: To get to Derelict Row's main entrance, go east down the street from the Chiron Building until you reach Plum Terrace on your left.
2 of 8: Trying to go down Plum Terrace will get you stopped by a couple of DRB thugs who'll become hostile if you try to push past them.
3 of 8: Wait and listen as one of them talks to a working girl.
4 of 8: He'll mention the fourth floor of the building next door, and the sewers.
5 of 8: There are several ways to sneak into Derelict Row, and the next-door-building way is pretty much the best one. (Note that a faster but riskier way involves the big pipes that are just to the left of the DRB thugs' checkpoint.)
6 of 8: Once you're inside, you'll need to make your way to the transmitter gadget. The sneakiest route to it takes you right by the weapon cache you're supposed to find for the "Cloak & Daggers" side quest, so you might as well consider it your first goal.
7 of 8: After you loot the weapon cache, you can go look for a rocket launcher and/or a Praxis kit, or you can skip them and go the rest of the way to the transmitter gadget.
