Magistrate's Orders
1 of 9: After finishing the "Birthright" companion quest, talk to Magistrate Vanard in Hightown's chantry courtyard during the day to get this quest.
2 of 9: Travel to the Abandoned Ruins area that's now marked on the Free Marches map, then go over to Nabil to start a conversation with him and Elren. (Note that it doesn't matter if you agree to kill the fugitive or not. You won't have to decide until you find him.)
3 of 9: Check the north end of the area for some lootable rubble, then go to the south end and enter the Ruined Passage area.
4 of 9: Go a short way east, then kill the three giant spiders that appear in the north passage. Go east to find some raiders and a locked chest if you like, then go north down the spiders' passage.
5 of 9: Move into the room past the door, ready for a two-wave spider ambush. After it's over, loot the chest, and be sure to get the spider silk gland from the venomous spider's remains. It's needed for another secondary quest.
6 of 9: Go through the north door and along the passage until you come to a door on your right. Before you go through it, look near it for a pile of bones, then optionally continue east to find a room with a chest. (Note that there's a trap right in front of the chest, and that a bunch of spiders will drop down and attack.)
7 of 9: Go through the door and on to a huge circular chamber where several spiders and undead (including a spellcasting arcane horror) will attack you.
8 of 9: Loot the chest and pile of bones in the chamber, then go through its south door and turn east to find Lia. After talking to her, continue east to start a combat with a bunch more undead.
9 of 9: Go to the end of the passage and through a door to catch up with the fugitive. During the conversation, you can decide whether to kill him or not. Your decision will determine how the quest ends.
