Fallout: New Vegas Hints
The upgrade terminal doesn't seem to work very well.
1 of 4: That's true, at least in the PC version of the game. It is a bit glitchy, but it's possible to both buy and sell things on it.
2 of 4: After getting the terminal's store inventory to display, wave the mouse pointer around on the right side until you're able to select items. (Note that the item selected may be a ways above the pointer's current position.)
3 of 4: It's even harder to get the store inventory to scroll, so you may have to buy some of the top items on the list just to get down to the lower items, like the workbench. At least nothing is hugely expensive.
4 of 4: Note that if you can get the list of your inventory items to scroll, you can sell stuff from it to get caps. The terminal's caps will respawn every few days, so you can use it regularly to sell stuff off.
