Kill Pacer in a way that implicates someone other than the NCR, or talk ....
1 of 7: If you'd rather finish this objective without getting Pacer killed, work on getting the "G.I. Blues" Freeside faction quest until you're able to talk to the King.
2 of 7: Say that you need him to stop the violence against NCR citizens in Freeside, then either agree to help him take care of a few things or say that you have better things to do.
3 of 7: If you agree to help him, finish the above-mentioned quest (doing its optional objectives to avoid gaining NCR infamy), then talk to the King again about ending the violence. If you refuse to help him, you'll get the "Return to Ambassador Crocker with the news that the King will not curb ..." objective, and can go from there.
4 of 7: If you want some leads on how to kill Pacer without the NCR getting blamed, go to Freeside's first section and find the ghoul named Rotface.
5 of 7: He's sitting around on the sidewalk a short way SE of Mick & Ralph's store. Talk to him and give him a cap in exchange for a hot tip.
7 of 7: If you want the psycho/jet objective without having to pay anything for it, go to the Old Mormon Fort and use the door on its west side to enter a small tower area. Activate the filing cabinet in the entry room and search for Pacer's patient file.
