Find the Brotherhood of Steel chapter in this area and deal with them.
1 of 3: To make contact with the Brotherhood, get the "Still in the Dark" Brotherhood of Steel faction quest and do its first three objectives.
2 of 3: You're then free to roam about their base and figure out how to destroy it, if that's how you want to do things.
3 of 3: A better way would be to finish the above-mentioned quest without helping Hardin take over, then talk to McNamara about the NCR to get him to ally with them. (Note that Colonel Moore won't like it, and you'll get a bit of NCR infamy when you report to her, but that's okay.)
