1 of 3: Major Kieran is in the ruined store where food is being handed out. See the "Investigate rumors of free food and water being handed out nightly ..." objective for info on how to get in.
2 of 3: When you enter the store, you'll get the "Return to the King and inform him of the NCR supply drops" objective, but ignore it and talk to Elizabeth Kieran.
3 of 3: Mention Julie Farkas when the option comes up to get info that'll give you another option when reporting back to the King.
