Fallout 2 Hints
Optimize the reactor.
1 of 9: You can only get this job after you've repaired the reactor, and done the job peacefully.
2 of 9: Go talk to Festus, and he will tell you that the reactor still needs optimizing.
3 of 9: As a warning before you proceed with this quest, note that in the version of the game that I played, solving this quest would actually have a slightly negative impact on the endgame narration, at least from everything that I was able to try. You might want to read the hints about getting the Hy-Mag for a little more detail on this effect.
6 of 9: A computer on level 3 of the vault can be used to download the data onto the reactor disk that Festus gave you.
7 of 9: If you've talked to McClure about the reactor problem -- and possibly delivered some economic data as well -- you might also be able to get him to help if you're not a citizen. (The hints about the Hy-Mag tell you more about dealing with McClure.)
8 of 9: Just let him know about the optimization disk, and he'll download the necessary data for you, saving you a trip into the vault.
9 of 9: Either way, return to Gecko and download the new data into the reactor's main computer.
