How can I kill Frank Horrigan?

  • 1 of 17: He has a lot of hit points.  At the very least, if you want to fight this out, I would recommend that you rejoin your part if you left them behind to use a disguise to get through the Enclave.
  • 2 of 17: Note that there is also a way to turn the Enclave against Horrigan.
  • 3 of 17: Or at least, the Enclave's defenses.
  • 4 of 17: Take a look at the computer console.
  • 5 of 17: You can reach it without triggering combat mode by staying along the wall away from him -- at least presuming you aren't already under attack from other Enclave guards.
  • 6 of 17: Note that there's a presidential access mode.
  • 7 of 17: It has a counter-insurgency feature that will turn all off the turrets against the largest target.
  • 8 of 17: The largest target -- like Frank.
  • 9 of 17: With a sufficiently high science skill, it might be possible to hack into the computers.  But for most (if not all) characters, the only option is to get the authorization.  Note that one failed attempt to hack into the computers will ruin this option for you forever.
  • 10 of 17: You will need to find the passkey to make the computer think you have the authorization.
  • 11 of 17: The President has the passkey on him.  He's on the level above the reactor.
  • 12 of 17: You can't steal it -- you're going to have to kill him to get it.
  • 13 of 17: Note that opening fire on the President will turn the entire Enclave against you.  It might not hurt to look for a stealthier way to kill him.
  • 14 of 17: Using 7 super stimpacks in a row should be sufficient to kill the President. And you can probably find those in various lockers around the Enclave, if you didn't bring them with you.
  • 15 of 17: No matter how you killed him, you can search the President's body for the passkey to activate the counter-insurgency program.
  • 16 of 17: Use the computer when Frank is guarding the door, and the turrets will do most of the damage needed to kill him.  You might even be able to kill him without ever firing a shot.
  • 17 of 17: Note that, for some reason, the game only gave me a choice like "I should try this later" when I selected the login option from the main screen of the computer ... even when I was facing Frank.  The way I got around this was by selecting "Help" first, then backing up to the login screen.  The option to log in as the president then appeared.  I have no idea which is the correct behavior (not being able to log in at all before combat started, or being able to do it any time) -- but I have a feeling that the designers didn't intend for me to go through "Help" every time.  If this odd behavior is due to a bug, I really can't say how it will get fixed.
