1 of 4: In Megaton (location 3 on the Zone 8 Map), Moira Brown in the Craterside Supply store on the west side of town sells one.
2 of 4: The traveling merchant named Crazy Wolfgang also sells one. (See the Traveling Traders hints.)
3 of 4: There's one in Rivet City (location 64 on the Zone 9 Map), on a shelf behind the locked armory door in the Bridge Tower area with the "Private Jones" robot.
4 of 4: Another one is in the safe that's hidden behind the framed quote on the wall of your father's old office in the Vault 101 clinic. You can get it while working on the "Trouble on the Homefront" misc. quest.
