Post-Quest Notes (Ghoul Invasion)
1 of 14: Put the ghoul mask on and enter the tower lobby to get the slaughter started.
2 of 14: You can either hang back and watch, or you can join in and shoot the residents for fun and XP. (Just be careful not to hit Roy Phillips or any of the feral ghouls. Also, watch out for "glowing one" radiation blasts and security guard fire.)
3 of 14: Go through all three tower areas (lobby, suites, penthouse) and make sure every resident and security guard is killed.
4 of 14: After that's done, find Roy Phillips in the penthouse (or on its balcony) and talk to him, then return to the lobby to find that Masters and Lynn have arrived. They haven't set up their shops yet, but you might be able to sell them some stuff. (If not, try again later.)
5 of 14: Next, go around and thoroughly loot all three tower areas, including all the dead bodies. Don't forget the two "respawned" skill books (see note below).
6 of 14: Be sure to loot all of the shop inventory containers, especially in the "Boutique Le Chic" and "New Urban Apparel" shops, since they'll respawn later on. You'll be able to do this if you looted the shop owners' bodies to get their inventory keys.
7 of 14: If you haven't done the "The Missing Manservant" undocumented quest, don't forget to loot the safe in Herbert Dashwood's room in the Tenpenny Suites area for lots of items, including a mini nuke.
8 of 14: Next, go through the three tower areas and kill off all the feral ghouls for extra XP. If you keep your ghoul mask on, they won't all turn hostile at once, and you can deal with them in manageable groups.
9 of 14: You can also enter the Metro Access & Generator area and go through the open containment door to find more feral ghouls to kill, plus three metal boxes to raid.
10 of 14: During this process, you'll undoubtedly get overloaded with loot numerous times. The most convenient thing to do is dump items in containers that won't respawn or disappear later on.
11 of 14: Good containers to use include the armament lockers outside the tower, the medical supplies box in the lobby's clinic, Dashwood's safe in the Tenpenny Suites area, and the three metal boxes in the Metro Access & Generator area. Dump all your excess items in one or more of those so you won't have to leave the Tenpenny Tower area before you're completely done looting it.
12 of 14: When you're sure you're finished looting the tower, leave it and do other things for a couple of game days, then return to find that the place has been cleaned up.
13 of 14: If you enter the Metro Access & Generator area from the tower lobby, you may or may not find all of the residents' dead bodies on the floor. Even if they are there, they'll be empty of all items, so I hope you looted them all when you had the chance.
14 of 14: Check around the lobby to find that Michael Masters is now running the "Boutique Le Chic" shop, and Bessie Lynn is running the "New Urban Apparel" shop. No one will take over the other shops or the clinic, so you'll have to do all of your tower merchant business with Masters and Lynn from now on.
