Enclave Ambush Tips
1 of 5: Move slowly up the first set of steps while looking up at the balcony.
2 of 5: Have your frag grenades out and ready to throw if you have any, and toss one as soon as you spot the soldiers.
3 of 5: Run back down to the ground, then get out a gun and maneuver around so that you can shoot them when they appear near the balcony railing, but they'll have a really hard time shooting you.
4 of 5: After they're both down, look to see if one ended up in a spot so that you can jump from the steps' railing to where you can search him before you fall to the floor. If you manage it, you may be able to get some superior power armor called Tesla armor. (Check other dead Enclave soldiers for this armor, too.)
5 of 5: TIP: You could make the combat and corpse-looting much easier by going back to the Taft Tunnel area and using the Enclave-Fighting Tips to get onto their balcony.
