The Elder Scrolls III: Morrowind Hints
Stronghold
of 22: This is a sort of side quest for Great House Hlaalu that you can start on anytime after you're promoted to Kinsman. Also note that you have to finish the stronghold before you can be promoted to House Father.
of 22: The way to start is to talk to Dondos Driler in the Hlaalu Council Manor in Balmora City about a stronghold.
of 22: He'll say you need to get a construction contract and a land deed.
of 22: Once you have both documents, return to Driler and give them to him.
of 22: Then go do other stuff until you get a journal entry that says you should go see Driler about the stronghold's construction.
of 22: When you do, he'll tell you where it's going to be (location 27 on the Balmora map) and says to check in with the foreman.
of 22: When you arrive at Odai Plateau, you'll see that the manor's main structure is already up. The foreman, Durbul gro-Rush, will say that the work is on schedule when you talk to him.
of 22: Report this back to Driler, and it's waiting time again.
of 22: You'll get another journal entry in a few days saying to see Driler again. Do so to learn that you need to have a local business going on there, and the only possibly viable thing is the blighted Shurdan-Raplay Egg Mine.
of 22: The mine is at location 13 on the map. Go there and find the kwama queen.
of 22: You need to cast some sort of blight-curing spell on her. Driler directs you to a couple of shops that sell scrolls you can use, but a better way is to use the Vivec's Touch spell you can get at the Gnisis temple.
of 22: Once the mine is blight-free and you have a miner hired, report back to Driler to begin another waiting period.
of 22: When you get another journal entry on the subject, go talk to Driler to find out that your stronghold is completed. He'll mention that some further modifications can be made once you're a Councilman.
of 22: However, you can go visit your stronghold and check it out now, and you can go to Crassius Curio and be promoted to House Father and do his advanced quests.
of 22: You can never actually be a Councilman (without a game patch, anyway), but you can become the House Grandmaster by finishing Duke Vedam Dren's quests.
of 22: Once you're Grandmaster, talk to Driler again about the stronghold.
of 22: He'll say that you need to get rid of the local bandits.
of 22: If you've already cleared out the Zainsipilu bandit cave, Driler will note this and say that the final modifications will now commence.
