1 of 4: To get your first solid lead on this item, go to the Hilltop Foothills area and talk to Valiantheart about the gnolls ambushing the kobold artifact thieves.

He'll say that the remaining kobolds took refuge in the nearby elven crypt, so go explore it.

Once you find the kobolds, you can either negotiate with them to get the mummified hand or kill them all and take it.

4 of 4: Return to Drogan's Home and show the mummified hand to Ayala to learn that it can be used to see what direction the other artifacts are. Your options then are to turn the hand in or keep it and use it (or sell it). It's entirely up to you.
