1 of 10: Talk to Halion near the Hall of Justice about the Blacklake District to get this quest.
2 of 10: When you go through the gate that supposedly leads to the Blacklake District, you'll be in for a bit of a surprise.
3 of 10: You end up in a scorched-earth-policy area called No-Man's-Land.
4 of 10: After going through the gate leading to the actual Blacklake District, you'll find Formosa surrounded by eager listeners just a short distance to the NE.
5 of 10: Talk to her and agree to kill Meldanen and get the key that will open his food-hoarding warehouse.
6 of 10: Now you need to figure out how to get into Meldanen's Estate so you can accomplish these goals.
