Is it ever possible to practice those skills effectively?
1 of 6: Yes, it will be possible quite a bit later in the game.
2 of 6: You'll want to wait until you have a full set of armor of whichever category (light or heavy) you want to practice, plus several spells and/or potions that can heal you, fortify your health, and put Shield effects on you. (Such potions are easy to make powerful versions of once you practice your Alchemy skill way up.)
3 of 6: Buy the Summon Skeleton spell (see the Spell Finding list) and cast it after equipping your armor.
4 of 6: Hit the skeleton a few times with a weak weapon to get it to turn hostile, then stand and let it beat up on you, using healing spells and potions when necessary.
5 of 6: Once you have enough items to get your Reflect Damage percentage up to 80 or higher, you can provoke some guards in a city and let them attack you, or you can go to a bandit or marauder base to find lots of well-armed enemies.
