The Elder Scrolls IV: Shivering Isles Hints
How does crime and punishment work in the Shivering Isles region?
of 12: Very erratically.
of 12: If someone sees you steal something, they'll sometimes ignore it completely, and will sometimes yell at you but not attempt to regain the item or raise your bounty.
of 12: When your bounty does go up, it'll sometimes be your regular (Cyrodiil) bounty that goes up, but usually your Shivering Isles bounty (which is what's supposed to go up). Check the "Bounty" and "Shivering Isles Bounty" fields in the accomplishments section of your stats menu.
of 12: NOTE: Any regular bounty you get while in Cyrodiil will be ignored by the Shivering Isles guards, and vice versa.
of 12: The local guards are the golden saints and dark seducers, a few of which patrol the major roads, but most of which are in New Sheoth and their private strongholds. They'll be the ones to offer you a choice of going to jail, resisting arrest, or paying the fine.
of 12: If you pay the fine for a regular bounty, you'll be taken to Bravil. If you pay off a Shivering Isles bounty, you'll be taken to New Sheoth.
of 12: If you choose to serve time, you'll end up in Bravil's dungeon for a regular bounty, and in one of the Shivering Isles' two dungeons for a Shivering Isles bounty.
of 12: Which dungeon you get sent to depends on which type of guard you were arrested by. If it was a golden saint, you'll be sent to Aichan (location 34 on the world map). If it was a dark seducer, you'll be sent to Corpserot Passage (location 19).
of 12: In either case, your stolen goods will be confiscated and put in the evidence chest of the appropriate prison. That makes it unwise to pay the fine if you get caught and have stolen goods on you, since you'll then have to go all the way to the prison yourself to get them back. (At least the evidence chest is near the prison's exit, so you won't have to search far for it.)
of 12: If you elect to go to jail, you'll then have the option to try to escape or just serve out your time by using the bedroll in your cell.
of 12: If you serve your time, you'll be taken back to New Sheoth and will have the same problem as if you'd paid the fine -- your stolen goods will still be in the evidence chest in the prison.
of 12: So you might want to try to escape. If you manage to make it, your bounty will be erased, and you'll be able to get all your stuff from the evidence chest on the way out.
