The Elder Scrolls V: Skyrim Hints
Report to Ulfric Stormcloak.
1 of 6: Return to Windhelm's Palace of the Kings and talk to Ulfric to get a leveled magic sword and the next objective.
2 of 6: After you finish it, you'll be back on this objective. Go back to the Palace of the Kings and talk to Ulfric to get another leveled sword, permission to buy a house in Windhelm (talk to Jorleif about that), and the "Liberate the Reach" objective.
3 of 6: Once it's done, you'll be back here again. Take care of the remaining Imperial soldiers, then return to the Palace of the Kings.
4 of 6: Talk to Ulfric to get a leveled shield and the "Liberate Hjaalmarch" objective.
5 of 6: Report to Ulfric again after it's done to get a suit of Stormcloak officer armor and the "Liberate Haafingar" objective.
6 of 6: After you finish that objective, this quest will be done. You can optionally listen to Ulfric's speech after exiting the castle, and you can go around to the various Imperial camps on the world map and eliminate their residents, but the Civil War quest series is over.
