Meet the men near Fort Neugrad.
1 of 3: If you've already discovered Fort Neugrad, don't fast-travel to it, or you'll immediately get the "Take over the fort" objective. It's best to make the rendezvous with Ralof and his men at the spot where the quest arrow is pointing.
2 of 3: To do that, fast-travel to something that's fairly near them (like Helgen or Greywater Grotto), then make your way over to their position.
