Is there anything in Tribunal for lower-level characters?
1 of 7: Of course. You'll start to see the effects pretty much from the first time you sleep in Vvardenfell, as part of the Dark Brotherhood attacks. While the first couple of attacks may prove a bit difficult for very early characters, I was still able to get through these playing as a brand new character. (I installed Morrowind and Tribunal at the same time, and then started a new character.) The Dark Brotherhood attackers also give you some light armor that's nice for an early character. (NOTE: If you ever need a place to sleep where there's a guarantee of no Dark Brotherhood attacks, go to the Census and Excise Office in Seyda Neen on Vvardenfell and sleep on the mat in the storage room.)
2 of 7: Beyond that, you can take advantage of the shops in Mournhold. The merchants in several of the stores in the Great Bazaar (like the armory and magic shop) have a new 10,000 gold to spend each day, which may give you a place to sell your valuable items. Yes, you can track down similar merchants in Morrowind if you look hard, but there is a certain simplicity about just walking into an actual store and doing business with a real person.
3 of 7: Similarly, the armory and magic shop in the Great Bazaar provide a pretty steady and easy-to-locate supply of some high-end items like exclusive restore potions and grandmaster armor's hammers, plus grandmaster alchemy tools. (Every time you go to barter for these potions or hammers, you can buy a few more -- no need to wait even one day for stocks to replenish.) These items may be a bit more expensive than their lesser counterparts, but they're also more effective, plus they weigh less -- weight can be a big deal for newer (and thus weaker) characters.
Again, these items aren't unique to Mournhold, but I found it easier to remember to go to the Great Bazaar. You may also find your own favorite items in some of the Mournhold shops, so be sure to shop around.
4 of 7: Also, the Museum of Artifacts gives you a chance to sell some of the rarer items from Vvardenfell (and Mournhold) for a nice amount of gold, up to a limit of 30,000 gold per item.
5 of 7: You can also pick up Fortify Skill spells from several places (which is great since these spells aren't available anywhere in Vvardenfell). For one, try Nerile Andaren in the Temple, Hall of Ministry. Once you've bought even a single one of these spells -- for example, Masterful Sublime Wisdom -- you can enchant an item to fortify *any* skill, or you can have a spellmaker make you any skill fortification spell you can afford.
6 of 7: Many of the side quests -- particularly those not involving the sewers -- are doable by lower-level characters. The Matchmaker quest in particular has a very nice reward at virtually no cost, but a few others are also possible. As a general rule, it never hurts to take on most quests and then put off completing them if you don't think you're prepared yet. (Being sent to the sewers is often, but not always, a sign that you may want to pause the quest. At least make sure you have a recent save before entering the sewers.)
7 of 7: If you can survive the combat -- and some low-level characters may need a lot of help from potions or enchanted items to do so -- the goblin and goblin footsoldier monsters in some Old Mournhold areas (including the Palace Sewers) usually carry valuable equipment. Goblin bucklers are worth $1,000 and goblin clubs are priced at $3,000. For a steady source of income, you could enter the Palace Sewers, kill all the monsters in it, dispose of the goblin corpses that had valuable stuff on them, and then exit and reenter the Palace Sewers to cause those disposed-of goblins to respawn. Kill and loot them again, repeating as often as you like and then selling the goods to the guys in Godsreach and the Great Bazaar.
