The Elder Scrolls III: Tribunal Hints
Evidence of Conspiracy
1 of 6: This quest after Disloyalty Among the Guards has Tienius sending you to Llethan Manor in Godsreach for stronger evidence of an actual conspiracy to replace King Helseth.
2 of 6: The note will be in plain sight once you get to the mansion.
3 of 6: Look in the bedroom. It's another handwritten note, addressed to Forven Berano. The guards may attack you if they catch you taking it, but they won't report your "crime", so you don't have to be particularly sneaky if you don't want to be.
4 of 6: Hand the note over to Tienius, and he'll give you the second half of this quest -- assassinating the three people involved. Their names are Forven Berano, Hloggar the Bloody, and Bedal Alen.
5 of 6: Tienius will tell you that he thinks Forven is near the Temple and Hloggar is in the sewers somewhere (as if that's very specific in Mournhold). Just ask the locals for information on Bedal and better information on Hloggar.
6 of 6: You'll have a choice about whether to fight each of these three or show them mercy. The fights won't be particularly tough if you've made it this far into the game, and your reward is higher for each one you actually decide to execute. Tienius will give you a maximum of 3,000 gold when you report back to him after executing all three.
