Skill Book Lists
As in Fallout 3, skill books will permanently increase a skill when used. The main differences are that each skill book will add 3 to a skill (or 4 if you have the Comprehension perk), and there are only four for each skill instead of 25.
The skill magazines that are new to Fallout NV are much more common than skill books, and act like chems in that their effects are only temporary. They give +10 boosts to skills without the Comprehension perk, and +20 with it. Besides their many fixed locations, you can randomly find skill magazines in mailboxes and some other containers, in the pickpocketable inventories of some people (especially NCR troopers), and in many merchants' store inventories. Also, Julie Farkas will have a bunch of them to sell after you work on the "The Farkas Pharmacy" undocumented quest for awhile.
There are also magazines called "True Police Stories" that can temporarily increase your critical chance by 5% (or 10% with the Comprehension perk). Since they do something special, and can't appear randomly in most places that skill magazines can, I'll list their locations below.
