Kill President Kimball.
1 of 5: If you prepared a trap for the president during the previous objective, then avoid rangers while going over to the memorial statues that are directly west of the lower entrance to the visitor center.
2 of 5: If you rigged the big gun or the visitor center terminal, you can just stand and wait for your trap to spring, after which you can easily make your getaway undetected. (Don't forget to remove your NCR armor before returning to the Fort.)
3 of 5: If you put the C-4 into the private's helmet, equip your detonator, but keep it holstered. Wait until the president starts his speech, then get out your detonator, use it, and put it away again as fast as you can. If you're quick, and are next to the monument instead of closer to the visitor center, you should be able to do all of that undetected.
4 of 5: If you used the alternate C-4 strategy, you'll want to move a bit north of the monument so you can see when the president reaches the bottom of the steps. Crouch down (your stealth boy should still be active) and wait with your detonator out. Hit it when you see the president step onto your minefield, which won't detonate by itself for some reason. (That's why you needed the C-4.)
