How can I arrange this?

  • 1 of 7: Talk to Phillips and say that you'll try to get Tenpenny to let him and his friends live in the tower. This will get you the "Help the Ghouls get into Tenpenny Tower, or Kill Roy Phillips ..." objective, but you won't want to be doing anything on it.
  • 2 of 7: Instead, return to Tenpenny Tower and talk to Allistair Tenpenny about letting the ghouls move in.
  • 3 of 7: After you mention the ghouls who want to live in the tower, ask him if he'll let the ghouls move in if the residents are okay with ghoul neighbors.
  • 4 of 7: He'll tell you to get the approval of Mr. and Mrs. Wellington, Lydia Montenegro, Anthony Ling, and Susan Lancaster.
  • 5 of 7: You could try talking to all of them and passing tough Speech Challenges using the quicksave-and-retry method, but that's not the only way.
  • 6 of 7: Return to Allistair Tenpenny after all five of those people are dealt with one way or another.
  • 7 of 7: Tell him that you've dealt with the bigots, and he'll say the ghouls can move in. This will get you 500 caps and the "Tell Roy Phillips the Ghouls can move in" objective.
