How can I get in to see the Votowne High Council?
1 of 6: If you ask the guard outside the door, he says that only Allies of the High Council will be allowed to see them.
2 of 6: This means you need to vote like the Council on all of the referendum issues.
3 of 6: When you get your ballot, you'll also learn that you need to talk to current Allies of the High Council -- the ones with 6 "pearls of wisdoms" on their foreheads -- to figure out how to vote on particular referendum items.
4 of 6: The precise answer to any given ballot question is randomly chosen each time you play the game, so I can't tell you how to vote. However, the following hints should tell you which Ally can help you and how to solve any related puzzles.
5 of 6: If you go to the votabulator and enter all of the correct answers, you'll be rewarded immediately with a Gold Council Ally Card. If you aren't, you may want to double-check your answers with the appropriate sources and try again. Again, though, the answers are randomly selected with every different game, so I can't be any more specific than this.
6 of 6: If, for some reason, you aren't able to find one or two particular answers, you can use trial and error to guess the last vote or two. As long as you get the right answer, it doesn't matter how you found it. (I finished this quest accidentally the first time, when I tried out the votabulator before I had all the answers. I had to press random "yes"/"no" buttons for the answers I was missing, because there was no way to cancel. And I just happened to guess right.)
