Who all wants scrap metal?
1 of 6: One scrap metal collector is Walter in Megaton (location 3 on the Zone 8 Map).
2 of 6: After you do his "Water Pipe Repairs" undocumented quest, you'll be able to sell scrap metal to him for 10 caps each, or give it to him for free to increase your karma. (You also get some XP every time you give or sell him scrap metal.)
3 of 6: Another person who needs scrap metal is Winthrop in the ghouls' Underworld area inside the Museum of History. (See the D.C. Ruins Interior Regions hints for info on how to get to the museum in the Mall interior region.)
4 of 6: Winthrop won't pay caps for scrap metal, but will instead give you one stimpak, radaway, or rad-x item (your choice) for every 5 bits of scrap metal you give him.
5 of 6: The third person who needs scrap metal is Protector Casdin at Fort Independence (location 4 on the Zone 8 Map). See the undocumented quest "The Technology Trade" for more details.
6 of 6: In summary, Walter in Megaton is by far the best recipient for your scrap metal unless you're in the neighborhood of Fort Independence and badly need some of the items you can trade for there.
